Yes. When you pause, you need a punctuation mark; conversely, when you see a punctuation mark, you know you need to pause for a bit. Depending on the type of mark, you pause for a different length of time and reason. Again, when doing the reverse, you place an appropriate piece of punctuation depending on the length and type of pause. Knowing when to use a comma, a semi-colon, a full-stop (period) or other mark can be difficult, but there is no excuse for not putting some sort of punctuation in.
Better to try and fail, than not to try at all.

If you ignore the awful spelling, then yes. But there's still the fact that he has absolutely no punctuation which causes you not to know when to pause which in a worse case scenario could mean that you don't pause and hold onto your breath waiting and pleading for the end of a sentence which is drawn out so far that your face starts to turn blue before the writer suddenly decides to put in some punctuation and let you breathe. You see?
