Even the smallest of flames can cause long lasting pain (longer then the act of getting burned and cooling back down). It’s not likely that you can have a burst of cold strong enough to freeze and kill your skin, but you can have flame consume your home and all your positions (even yourself) incredibly fast. I’m also thinking in terms of when people were just getting introduced to the religion (a long time ago), they will already know that flame is something to fear (it really should be respected) so this concept of hell (being a bad place) being a land of fire would naturally be a place to fear.
