Right now I really enjoy Demetri Martin, check him out if you haven't heard any of his stuff, he's pretty funny.
Otherwise, I just watched Delirious by Eddie Murphy, thats a video of him in the 80's..back when he didn't care what he made fun of, it was hilarious.
And of course, Mitch Hedberg is awesome.

Neither really, but I'd opt for English since it's more specific and a nicer word.
For legal stuff it always seems to be British.
