First question - is the ethernet card connected to the network server/hub/router.

Second: If so, are you using the correct sort of cable: there are two types, straight and crossover, I think you need the latter for DSL.

Next: Are other computers connected? If so are you able to swap you ethernet card with theirs, and see if either computer can connect.
(if yours can, the card is broken; if yours cannot, the card probably isn't broken but your machine/settings are; if theirs cannot (but could before) then the card is broken; if theirs can still connect, the card works and your machine/settings are not correctly setup).

Finally: What version of Windows have you got running on your 'new' machine?

Okay, make sure everything is plugged in & switched on, then open IE and type http://192.168.254.254 into the address bar. If that gives an error, try 192.168.0.1. Also, make sure that if you have a firewall installed, that you have it turned off, or at least allowing all traffic through.

Internal Error... that's both good and bad.

Good because it means the problem is before the network.
Bad because I am not actually sure where the problem is.

Does going to other web pages ( http://www.yahoo.com/ or http://127.0.0.1/ ) give the same or a different error?

Hmmm, I'm going to have to consult with the Networking Gods and see if they can help with finding a solution.

Oooh, something I should have asked already...

Open Device Manager (WinKey+Pause, select from there somewhere) then look down to Network adapters.
Clicking the plus should expand the list to show your ethernet card.
Double-click (or Right-click:properties) and check the Device status box - does it have anything in there?

Also, try checking the Resources tab to see if any conflicts are listed, if there are then we'll work on how to remove them, but hopefully there wont be.

Oh, and if you could post the name of your ethernet card (which will be near the top of the properties window), that would also be useful.
