finally bothered to check, and tried building things a bit, but i basically started out with 1 alloy 1 carbon 0 fuel satellites each.

still not impressed... if that's possible, higher-scored people could permanently stop people from growing at all. (if it can happen to fuel satellites, it'll happen to alloy/carbon satellites, and even worse, production satellites if it's stealable)
