Possibly it's because the server is backed up at that time? Or there's some other site on here that does lots of processing then. Assuming it's a server thing and not a network one - do a tracert and see if/where it slows down. Title: WHY? Around 11:30 PM EST the forums get sloooow, then begin to get better around 3:30-4:00 AM... what's going on between those times, I have no idea. ;)
